State Core Objectives
The SEMC has identified six key themes as
State Core Objectives that are fundamental to the wellbeing of the State of Western Australia. Each of these themes may in turn be impacted by an emergency event and hence also represent potential vulnerabilities. They are People, Economy, Social setting, Governance, Infrastructure and
Environment.
In light of this, the
State EM Policy assigns specific roles and responsibilities to public agencies for the management of risks to the Core State Objectives arising from the hazards for which they are involved. The policy also details the requirement for a consistent approach to risk assessment State-wide, namely following the
AS/NZS ISO 31000:2009 Risk Management–Principles and Guidelines methodology and a consistent risk criteria.
The consistency facilitates the sharing of risk information throughout Western Australia, in turn assisting the State’s planning and allocation of resources. In addition the policy specifies the need for a comprehensive approach, covering all 27 hazards prescribed within EM legislation,
with the process being undertaken at state, district and local levels.
The policy also details that the relevant agencies should develop risk management plans and treatment methods to bring higher risks down to a tolerable level, with capacity to report annually on the activity.
